For instance, it can fail if you have never happened to install CGI.pm:

Seem you're not set up yet for access to SHARD1@iabak.archiveteam.org:shard1 yet. Let's fix that..
Can't locate CGI.pm in @INC (you may need to install the CGI module) (@INC contains: /usr/local/lib64/perl5 /usr/local/share/perl5 /usr/lib64/perl5/vendor_perl /usr/share/perl5/vendor_perl /usr/lib64/perl5 /usr/share/perl5 .) at ./register-helper.pl line 4.
BEGIN failed--compilation aborted at ./register-helper.pl line 4.
