Describe the bug

There is a warining when run azdev setup:

2023-12-06T03:54:59.8938523Z ERROR: pip's dependency resolver does not currently take into account all the packages that are installed. This behaviour is the source of the following dependency conflicts.
2023-12-06T03:54:59.8939190Z pyproject-api 1.6.1 requires packaging>=23.1, but you have packaging 23.0 which is incompatible.
2023-12-06T03:54:59.8939599Z tox 4.11.4 requires chardet>=5.2, but you have chardet 3.0.4 which is incompatible.
2023-12-06T03:54:59.8939978Z tox 4.11.4 requires colorama>=0.4.6, but you have colorama 0.4.4 which is incompatible.
2023-12-06T03:54:59.8940368Z tox 4.11.4 requires packaging>=23.1, but you have packaging 23.0 which is incompatible.

I think we should find a way to regularly update the requirements.txt.
