Module loading paths are inconsistent on windows #60

Whenever a catala project's path contains a space, the module loading resolution will fail to load.
This is probably due to an inconsistency in the uri encoding/decoding.
I did not manage to reproduce on a linux system so I'm delaying the resolution until I can confirm the fix is correct using a windows.
