Seem like a chicken and egg problem.

Windows 10 LTSC does not come with the App Installer and so .msix files and .msixbundle files can't be installed.

The way to install the App Installer is to download the App Installers installer which is a .msixbundle file which can't be installed because the App Installer is not installed.

Am I missing something?
