More clarity can be given in the following error message if we distinguish between whether an LTPA key file cannot be read or if a new one cannot be created, as those are two different problems.

[ERROR ] CWWKS4106E: LTPA configuration error. Unable to create or read LTPA key file: C:/Path/To/wlp/usr/servers/fl/resources/security/ltpa.keys
