Packaging Opera for App-V

This app is easily packaged for App-V.

• Allow VFS Writes option is recommended.
• Remove AppData\Local exclusion

Testing on Windows 7/10/11 indicates support of the app. The app used to work well under App-V but newer versioins have a yet-to-be-diagnosed issue.
