Refresh interval settings in dashboard not visible if global time settings is not selected

What happened?

The refresh interval settings in the dashboard toolbar are only visible if the global time settings are selected. In the case of widget time settings, the refresh interval disappears and leaves no option to change the settings.

How to reproduce?

Add widgets to the dashboard and de-select the option "Use global time settings instead of widget time settings". Then, open the dashboard.

Expected behavior

The refresh interval settings should be visible in both cases.
