app stop / start not working while app stop / boot is working

i have an app, what is maybe special is that it has multiple 'hosts' and it's co-housed on a single machine wither other instances of the same app (other tenants in simple terms)

i can kamal app stop -d development but i can't start it again with kamal app start -d development. it does come back up with kamal app boot -d development.

i have no clue how to debug this.

any ideas/tips
