two leptonica_versionnumbers.props

There are two leptonica_versionnumbers.props files, one in the main directory and one in includes. I want to recommend that (1) we have one, maybe in includes, as that is what is referenced right now, and (2) output a copy into the release directory. The VS201x project in tesseract can then refer to it along with the other libs. Currently the VS2010 project in tesseract looks at ......\include and ......\lib which is outside the tesseract git project.
