Replace lockbot with GitHub Action

LockBot has been deprecated and replaced with a GitHub Action named lock-threads.

✨ What's your proposed solution?

Convert the projects with a lock.yml to the GitHub Action.

Remove the lock.yml, we haven't really used it much.

Happy to take a look at this for cucumber-js at least. I personally like having a bot to close/lock issues, it irks people less than a human doing it.

I'll delete the files from all the projects. Then we can set it up again where we want it.
