Objectives:

Create a workflow in GitHub Actions to run the make plan on every update in the terraform folder(PRs)
Create a workflow in GitHub Actions to run the make apply when new application code is merged into master

Acceptance:

Workflow must use the same targets created on Application Load Balancer #10
Workflows are running successfully and the resources managed by terraform is being updated successfully
