Unable to scroll left or right in videos after loading them and playing them for the first time

Steps to reproduce

1. Where are you starting? What can you see?
   When i loaded a video clicking the play button for the first time
2. What do you click?
   I tried to click on the play button in one of my videos and it downloaded it as usual but when i tried to play that video for the first time i cannot scroll left or right in the video until the entire video is played.

Outcome

What did you expect?

I expect that the video has to be able to be scrolled left or right regardless of how many times i play the video (including the first time)

What happened instead?

When i tried to play that video for the first time i tried to scroll left or right of the video but it didn't scroll for me
