Older forms remain invalid and no error message is displayed #404

This happens in older forms like Small Grants. Sometimes, the user fills in all the fields and the submit button remains disabled.

To fix this:

Change this behavior in all the forms to the new one used in new forms like AGR (submit button is always enabled and it display error messages when you click on it).
