TASK: Make ELNBuildSync service public

What does the ELN SIG need to do?

Prerequisites

The trigger endpoint needs to have proper authentication/authorization features added to it, so that it will only accept requests to rebuild packages from authorized users.

Making it public

Once the prerequisites are met, the ELNBuildSync service should be migrated out of the internal CentOS Stream OpenShift cluster and onto a public OpenShift instance (possibly either the Fedora Infrastructure OpenShift or CommuniShift)
