Create a command to serve local files
It should create a preview build and serve files from the resulting folders
Changes to the files in the watch list should optionally trigger a rebuild for dev experience
Changes to the build files should result in a refresh of the page for dev experience
It should be able to proxy requests to another url for front end client devs
