view_ga4_dashboard Survey triggered twice on the dashboard

Bug Description

During the ACR bug bash, it was observed that when Analytics module is setup, view_ga4_dashboard survey is called twice on the main dashboard

Steps to reproduce

1. Setup GA4 module
2. Remove values from googlesitekit_survey_timeouts column of the usermeta table if any is present
3. Visit dashboard and check network tab
4. See that google-site-kit/v1/core/user/data/survey-timeout? request with data including view_ga4_dashboard survey call is duplicated
