firebase: listing projects (firebase projects + projects available to be firebase project)

Description

We currently don't have a way to

• list all the projects in an org that can have firebase resources and firebase services
• list projects that are firebase projects (deleted / active)

There exists endpoints that would support this.

• google_firebase_available_projects

Potential Terraform Configuration
