Determine if there is an active connection and deny subsequent connection

I basically need to have my browser docker instance be single user. If there is a way to determine if there is currently an active connection on the web port 5800 i can do the rest of the monitoring an limiting myself. So basically, is there a way to determine that there is an active connection? Thank you very much.
