Add a list of the peers to the WebUI

This is a fairly simple task if somebody wants to do it. The goal is to add a list of peers to the WebUI. Basically, you can create a new page and then query the peer_states code for all the peer states. Then you can present these on the page by hacking a bit in etorrent_webui.
