Make Tier 2 module which uses country specific emission factor data

Is your feature request related to a problem? Please describe.
Right now, we are using default values of emission factors as specified in the IPCC documentation for Tier 1 module. To start building Tier 2 module, we would need country specific emission factor values. These rigorously documented country specific emission factors would vary depending on the location in the country.

Describe the solution you'd like
Instead of using emission factor variables in the configuration file, we could let the user input a raster file containing the emission factor of each tile in the country.
