DGIWG test: validate tile matrix set contents

For SQLite validation of the DGIWG GeoPackage Profile (DGIWG-126 1.0), requirement 8 /req/crs/raster-tile-matrix-set is not fully verified.
SQLite Exec Validates tile table contains a Tile Matrix Set and Tile Matrices.
Verified the srs_id to match Table 21, but SQLite Exec is not verifying the tile matrix set for the specified SRS matches the definitions (zoom levels, pixel size) in OGC 17-083r2.
