DGIWG test: GeoPackage SQLite Exec does not allow imprecise BOX comparison

For SQLite validation of the DGIWG GeoPackage Profile (DGIWG-126 1.0), requirement 26 Tile Matrix Set CRS Bounding box, /req/bbox/crs. SQLite Exec does not include the 1 meter margin of precision in ATS 8.1. The tile matrix set bbox must be contained entirely within or equal to the CRS bbox.
The ATS does not require comparing floating point numbers to be exactly within BBOX.
