ENH: Standalone IPyNiiVue

It might be possible to wrap up IPyNiiVue using qtvoila. I put this up here as a possible new feature for discussion if there is some demand for it.

This looked interesting so I played around with it a bit. I first tried using the load external notebook option, but couldn't get it to load anything in. After that, I tried recreating our basic multiplanar example while running this example and got some pretty cool results.

It doesn't work exactly as expected. The example originally creates one NiiVue instance in the second block of code and then changes it the third. This, however, creates two instances, one from the second block of code, and another updated version from the third block of code. You can see this in the upper and lower NiiVues on the right.

Still. this might be interesting to explore. Did you have any specific ideas on how this might be implemented well for our purposes?
