Safari always opens two windows when using osascript

I created a mode called execute where I can quickly launch applications and for some reason, Safari always opens two windows. Does anyone know why? How do you do this kind of stuff? Chrome, iTerm2, Kitty etc. are working fine (only open a single window). I don't have any other stuff related to Safari in my configuration.
