Check the Slowness perceived when changing from team to user view when adding owners/reviewers

There is some slowness when switching from the team to the user tab when adding owners/reviewers as this is taking a couple seconds.

It seems that when doing this change, the first request is being done to the database instead of to elasticsearch directly. It'd be great if we could change this to behave as the team tab and sending directly a ElasticSearch call instead to see if this actually improves the response time.
