Rule set to redirect HTTP to HTTPS

Hi,
I can't find ability to configure 'Rule set' to redirect HTTP traffic to the HTTPS.
I need to create HTTP listener which will be redirecting traffic to the HTTPS using 'Rule set'.
I can create it using CLI or terraform, but it is extra tools.
