Add Polygon points and shapes to draw wilayas on algeria map

it would be very helpful if you could add each wilaya polygon shape, so people can draw wilayas maps and have statistics on that, we might draw communes and other things later

Things have been busy for me but I have managed to automate over 50 issues we can start going through.
