Describe the feature

Isthmus genesis header requires the withdrawals root field be set to the storage root of l2tol1-message-passer predepoly. In order to write the genesis state to db, the current design requires the genesis block to already be inserted.

fixed in ethereum-optimism#48, will upstream to close this issue
