Problem description

Under concepts instead of Resources to increase awareness. We hear from customers they don't immediately know how to do abstractions in Pulumi

Per @interurban we received direction not to prioritize these kinds of changes right now (e.g. moving docs within the IA), so I'm going to keep this one in the backlog until a more appropriate time.
