When adding a topic to Notify that already contains notifications, it will pull each and display it as a notification.
This can lead to a massive flood of notifications lasting for 1 minute in my case.
Consider only pulling notifications sent after the topic has been added to Notify or adding a parameter to control the time in history notifications should be pulled.

Makes sense, but beware that if you turn off your PC and then turn it back on, Notify will also flood you in that case, trying to retrieve the notifications you missed.
The resume scenario is better handled by the shell, otherwise you run the risk of missing an important notification. Notification grouping should be added to GNOME soon/eventually which will address this kind of thing.
I agree that when subscribing, generating notifications for past events is undesirable.
