Mocha includes internal logic which allows multiple require flags to be set, concatenating all imported root hooks into arrays: https://github.com/mochajs/mocha/pull/4244/files

Hardhat doesn't support require, however, so the rootHooks value must be set directly, leading to the possibility of overwrites.
