We need to clarify the procedure to apply for a Github Copilot subscription for the employees that have not received the activation by default as part of their onboarding (most likely because onboarded in Spark in a pre-copilot era).

To do so we need to clarify the main steps to be made in the "How to request a subscription" in side content/tools-and-policies/github-copilot.md

Stretch goal

Improve the README.md file to clarify the procedure to contribute with a PR on the playbook project.
