update ensembl conf files for new release

seems new ensembl release breaks the biobtree currently disableEnsemblReleaseCheck param is true. When there is a new ensembl release ensembl conf files which contains data paths needs to updated via setting disableEnsemblReleaseCheck false.

This process is not very reliable at the moment and take few hours and can't be done at the user side. Solution could be either refactor this process and allow user to trigger this or decouple this process from user and and check periodically ensembl release and update these conf files.
