Attempted to add manual steps for the CodeQL yml file

Rationale for this PR

This PR represents an attempt to add manual build steps to the CodeQL file. These are required because (as of the date that the PR was raised) the Ubuntu run imagres don't have .NET 9 installed on them, meaning that the CodeQL build fails to run.
