This adds a new full-changelog set of pages, initially populated with petrosian-1 to quinteros-1. This page is more or less generated by using the show_commit_history command from multi_repo, so it is easy to generate at release time. I'll have a future PR with README or Wiki instructions on how to generate the page, but for now I wanted to get it committed and get feedback on the look and feel.
Eventually, I also want to remove the changelogs from the specific repos, and just use this webpage instead.
