Release 0.22.0

This PR updates the package to release 0.22.0. From NEWS.md (with 'lowered' headline levels for display here):

tiledb 0.22.0

• This release of the R package builds against TileDB 2.18.0, TileDB 2.18.1, TileDB 2.18.2 and has also been tested against earlier releases as well as the development version (Use TileDB 2.18.0 #620,Use TileDB 2.18.1 #621,Use TileDB 2.18.2 #624)

Improvements

• Use of TileDB Embedded was upgraded to release 2.18.0 (Use TileDB 2.18.0 #620), 2.18.1 (Use TileDB 2.18.1 #621), and 2.18.2 (Use TileDB 2.18.2 #624)

• Support for Aggregates has been added (Add support for aggregates #623)

Bug Fixes

• When using serializing via VFS (as added in Add VFS (de-)serialization support #608) the filehandles is now properly released (Correct filehandle use in VFS serialization #619)

Build and Test Systems

• Some tests were refactored slightly for greater robustness (Additional minor memory (and test) refactoring #618)

• Support for download and build with an external TileDB Core source tarball has been added (Add option to select tiledb core source tarball for download #622)

Documentation

• The README now contains badges for the r-universe and Anaconda versions (in addition to CRAN) (Add badges for r-universe and anaconda #617)
