tomllib has only been part of stdlib since 3.11. Lower minimum python version to 3.10.

There is currently an issue with
numpy2.0.0 such that stubgen (mypy's included tools to generate stub files, used in the build step) does not work, mypy issue here. For now I've reverted to the previous major release of numpy to avoid the issue.
