Update LLVM license to Apache 2.0 (#3342)

LLVM 9 or later is released under the terms of the Apache License v2.0
with LLVM exceptions.  This patch updates the `LICENSE` file to reflect
this change.  Full texts are included for both new and legacy licenses,
matching what is found in the upstream LLVM `LICENSE` file.
