Out of curiosity, why are we pinning to poetry 2.0? (Asking because I currently have poetry 1.8.3 installed by my local system.) |

No specific reason besides that is what the current version is. |

This pins poetry on CI to use version 2.0.0 and updates our make file to make use of the
--projectflag. I also added a make command to install the pinned version.
