This PR adds the oran suite and its parameters to the cnf/ran subdirectory. Currently, all the test files are empty and will be added in future PRs.
This PR adds the oran-pre-provision test cases and makes some changes to ranconfig for the new tests. 2 of these test cases will be marked pending until they can be run against a real DTIAS.
